Chatham-Kent’s ADU Grant Covers 50% of Your Build, Up to $27,000. Here’s How It Works.

If you own a home in Chatham-Kent with room in the rear yard, the municipality will pay for half of your accessory dwelling unit. ADU grants through the Chatham-Kent Community Improvement Plan cover 50% of eligible construction costs, up to $27,000 for one new ADU and up to $32,000 where your zoning allows two ADUs. That is real money against a real build. Ontario needs housing, and the fastest local route runs through owners who already hold land. What the Grant Covers

An additional dwelling unit is a second home on a property that already has one. You may know it as a granny flat, in-law suite, secondary suite, garden suite, laneway home, or basement apartment. They all mean the same thing: self-contained residential units with their own kitchen, bathroom, and private entrance, either attached to the main house or standing separately as detached ADUs in the yard.

How much you get back depends first on the age of your main house.

Established Homes: One New ADU or Two

If your main house has been built and lived in for at least three years, you qualify for the full program. The Municipality of Chatham-Kent pays back 50% of eligible costs, up to $27,000, for one new ADU. Add a second unit where your zoning allows it and another 50% comes back, up to $5,000 more. Build one or build both, and the maximum grant reaches $32,000.

Newer Homes and Mixed-Use Buildings

Newer homes get less, but they get something. If your main house is under three years old, the grant is a flat $2,500 per unit for up to two units. Mixed-use buildings are separate, at a flat $7,500 for each new or renovated residential unit created behind or above commercial space. The amounts are smaller, which is why owners of new homes often assume nothing is available.

Why the Municipality Offers This Money

The grant is not a one-time promotion. In 2018 the municipality made ADUs permitted as-of-right in residential zones through Official Plan Amendment 28 and its zoning by-law, meaning no rezoning application is required. It later extended that to rural properties and allowed two units on serviced urban lots, then added funding through the Community Improvement Plan in 2020.

Results were modest. Roughly ten housing units a year were built between 2019 and 2024, so enhanced municipal incentives arrived in 2025. The municipality’s housing action plan favours adding homes to lots that already have water and sewer, because that costs far less per home than new subdivision housing development. Adding rental housing this way is the cheapest route to increase housing supply, and affordable housing pressure across Southwestern Ontario is why the money exists.

The affordability case works the same way for you. An additional dwelling unit or ADU earns rental income from land you already own, or houses family without a second mortgage.

Eligibility Rules That Decide Your Grant Amount

The limits that catch people are not the obvious ones.

  • Your property must sit in a designated CIP area. The plan covers defined areas, not every address in Chatham-Kent.
  • Servicing decides your unit count. Fully serviced urban lots usually support a second unit. Partially serviced rural properties are limited to one.
  • Rural detached units have a size cap. Standalone rural units larger than 140 square metres do not qualify.
  • Small jobs do not qualify. The program is written for construction projects and carries a minimum spend threshold.
  • Approval must come first. Applications must be submitted and approved before any construction or demolition begins.

That last rule costs people the most. Pour a slab or frame a wall before your application is approved and the entire grant is gone.

What the Grant Will Not Pay For

The grant pays for construction. It does not pay for painting, cleaning, cosmetic updates, or what you move in afterward, such as furniture and appliances. Anything that does not go into creating the new housing unit is excluded. Steps to Build an ADU in Chatham-Kent

The order matters more than the paperwork.

  1. Talk to Planning Services first. Email ckplanning@chatham-kent.ca before anything else.
  2. Pick a design. Choose a pre-approved detached plan from the municipal catalogue, or start from a custom layout.
  3. Apply, then build. Submit your application with contractor quotes and drawings. Once approved, pull your permit and build.
  4. Get reimbursed. The grant arrives as a single payment after final inspection.

Why the Pre-Consultation Comes First

Planning staff confirm where ADUs are permitted in your area, how many units your lot holds, and which setbacks and parking requirements apply. The municipality also publishes an online mapping tool for property lookups, though a conversation settles what a map cannot. Ask about development charges in the same call, since they can affect your total cost as much as the grant does.

Plan for one more thing. The money arrives at the end, so you pay up front and take the grant as a rebate once you submit paid, itemized invoices.

Pre-Approved Designs and What They Do to Your Timeline

Chatham-Kent offers full design packages for detached units, drawn by licensed designers, in sizes from roughly 431 to 1,275 square feet. Choosing one lowers design fees and shortens review, since the drawings are already assessed. You are still responsible for zoning compliance on your lot and for the building permit and its fees.

A pre-approved plan is a starting point, not a limit. Lot width, setbacks, existing structures, and servicing runs all push a design one way or another. Our two ADU layouts, The Studio Suite and The Office Retreat, work the same way.

How the Grant Changes the Math on a Modular ADU

Factory construction and a reimbursement program fit together well. A modular ADU is built to a fixed scope at a known price, so the eligible costs you submit are the costs you pay. Site-built projects that hit change orders open a gap between the approved quote and the invoices you hand in.

Our construction window runs 8 to 16 weeks depending on size and customization. Add municipal review, permitting, site preparation, and inspection, and an owner starting a pre-consultation in late winter can expect to be using the unit before the next one. Builds are completed to CSA and applicable industry standards, and to the regulations that apply where the unit will sit.

The Provincial Rule Behind the Local Grant

Ontario’s Planning Act, amended by the More Homes Built Faster Act, requires municipalities to allow up to three residential units on most lots served by municipal water and sewer, with no zoning amendment. The province removed the rezoning barrier. Chatham-Kent attached funding to it.

Things to Consider Before You Build

Servicing capacity, insurance, resale impact, and an honest look at the rental side all belong in the conversation early. Local housing demand across Chatham-Kent and Essex County is steady, but a unit built purely as an investment carries different math than one built for a parent.
